Michelle A. Cummings

Michelle joins PLA after having served as a lobbyist with Public Affairs Venture, LLC. Previously, Michelle served for a decade as deputy commissioner of the New York State Department of Taxation and Finance, Office of Tax Policy Analysis. Her responsibilities included providing tax policy analysis to the commissioner of Taxation and Finance, the executive branch, the legislature, and other state agencies.

In addition to her experience in the executive branch, Michelle worked in the NYS Legislature as an associate analyst for the New York State Senate Finance Committee, where she provided continuous oversight and evaluation of state tax and revenue policy in a number of areas including, but not limited to, telecommunications and utilities, consumption taxes, local governments, and transportation.

Michelle has a BS from the State University College at Fredonia and a MA from the State University of New York at Albany. She is also an active member of many community organizations.
