Legislative Counsel:

Teresa Rossi, Esq.

Teresa brings 23 years of state legislative and local government experience to Patricia Lynch Associates. Most recently, Teresa served as chief counsel to Senator George H. Winner, Jr., a role which encompassed the dual positions of counsel and committee director for the Senate Committee on Investigations and Government Operations. In this post, she was responsible for setting committee agenda, analyzing legislation and all phases of investigatory hearings. In a previous role on Senator Winner's staff, she also served as counsel to the Senate Ethics Committee.

Prior to this, Teresa was chief counsel to former Senator John R. Kuhl for 17 years. In acting as the Senator's counsel, Teresa also served as the counsel to the Senate Committees on Transportation, Education and Agriculture and successfully negotiated hundreds of legislative proposals with members of the Assembly and executive branch.

On the local level, Teresa has held part time positions as counsel to the Planning Board and Zoning Board of Appeals in the Town of Nassau and as counsel to the Planning Board in the Town of East Greenbush.

She earned her juris doctorate at Albany Law School and completed her bachelor's at Saint Lawrence University.

Teresa's substantive policy background, legal and technical expertise allow her to intuitively navigate the legislative and regulatory process on behalf of all PLA clients.
