Of Counsel: Clarence D. “Rapp” Rappleyea, Esq.Rapp joined PLA in 2009 after having served as one of the principal members of the Public Affairs Venture, LLC (PAV) a government relations firm he established in 2005 along with Patricia Lynch. Prior to that, Rapp was chairman and chief executive officer of Rappleyea Public Affairs Group. In addition to his work in the private sector, Rapp has led a long and distinguished career in NYS government and the Legislature, where he served as a member of the Assembly for 22 years and as minority leader for 13 of those years. In 1995, he was appointed, by Governor Pataki to be chairman and chief executive officer of the New York Power Authority, the nation’s largest state-owned electric utility. An active member of many professional and community affiliations, Rapp has served as chairman of the NYS Economic Development Power Allocation Board and on the Executive Committee of the New York Power Pool. He is a former member of the board of the NYS Energy Research and Development Authority, the Electric Power Research Institute and former co-chair of the Electric Vehicle Association of the America. In the community, Rapp has served as director of the NYS Tuberculosis and Emphysema and Respiratory Association, the Chenango County Association for Retarded Children, the county Unit of the American Cancer Association and the Norwich YMCA. Rapp was recognized for his contributions to the advancement of higher education with the 1995 John F. Deitrich Award from the Associated Medical Schools of New York. He has served as a member of the boards of trustees of Wagner and Hartwick College and holds honorary doctorates from Hartwick College, Wagner College and the State University of New York at Oneonta. Rapp earned his BA from the State University of New York at Albany and his JD from Cornell University School of Law. |
